On October, 15 neighbors sold and bought treasures at the fall garage sale in Preston Hollow. A board member visited all of those homes and enjoyed an opportunity to meet and greet the neighbors in a casual setting.
Our gratitude and thanks go to homeowners Tim and Kathie Butler for enhancing the entry way with the colorful chrysanthemums they put into the ground last month.
On November 12 at the annual meeting, 34 homeowners were in attendance. Counting 24 proxies, a quorum was easily met to conduct further business of the Associations. Lisa Groeneveld was re-elected to serve for a two-year term.
Unfortunately, John Cucinella and Joe Deller, both of whose terms will end in December, tendered their resignations, leaving the board with only four members, and a vacancy of two. John has worked hard and spent countless hours in tending to the common ground areas, resulting in savings to the Association. He was observed many times on his tractor or walking the grounds tending to the common areas. Thank you, John!
Also, there are three vacancies on the Architectural Control Committee. The ACC duties consist of changes to property requests such as painting, cutting down trees, etc. It does not require a great deal of time and the community would greatly benefit from having members serve on the board, as well as the ACC. Please come forward and offer your talents to join the board or ACC. The next meeting is Tuesday, January 14, 2014 at 7 PM.
In July 2013, the legislature passed amendments to the Florida Statutes 720 governing HOA’s. To that end, a requirement necessitated the filing of certain forms by the HOA board concerning revenue and expenses for 2012 by November 22, 2013.
The board complied with the new requirements which are listed here for your information: 2012 Actual Revenue - $34,660.20; Actual Expenses - $23,640.39.
Further to the financial situation of Preston Hollow, a member asked the board whether an audit had been conducted of the Association’s finances. Treasurer Joe Deller explained that the HOA budget is well below total budget figures required by the State to warrant such a review, and that no previous audit has ever been undertaken. In previous years, the dues were steadily increased, but no audit was called for. The previous HOA treasurer commented she was pleased with the frugality of this board with respect to the board’s ability to transfer a significant amount from checking ($4000) to the savings account this year.
For two consecutive years, a transfer from checking to savings was achieved with $7500 in 2012.
The board voted to conduct an internal review of the financial records for the 2012 and 2013 years at the close of this year. Plans are underway now to obtain a neutral individual to help with this review. We will keep everyone apprised of the results as soon as they are finalized and ask for your patience as the timeline is very short and the holidays are upon us.
The HOA budget has been an open item on every agenda with a report of income and each expenditure noted.
The projected income and expenses through 2013 are as follows: Estimated Total Revenues at Year End: $28,727.40; Estimated Total Expenses at Year End: $23,540.14; Estimated Checking Account Balance at Year End: $12,866.00. And Estimated Savings Account Balance at Year End: $14,915.53. This figure for the Savings Account balance will increase with the addition of the $4000 agreed upon at the last meeting.
At the meeting just past, the Treasurer recommended, and the board approved, a reduction of the annual assessment for 2014.
This is a savings to all homeowners at a time when all other expenses are rising. This is the second year this board has reduced annual assessments. For 2014 the amount will be $260.
The board anticipates that due to the age of the electrical equipment, namely involving the lighting system and the maintenance of the sprinkler systems in the common areas, costs may be significant to repair or replace them. There are monies available in savings, if the need should arise.
Unfortunately, after December and with Joe Deller’s resignation, the Community will be left without a Treasurer. He is owed a great debt of gratitude for his expertise and efforts on behalf of the Preston Hollow Community.

Street Light Outages
I reported three street lights out Saturday night to WREC because they are either out or not working properly. The first two are on the western side near the entrance to Preston Hollow. The other is by Woodette Court on Forest Wood Court. They should fix them within 3 to 4 business days.

Opportunity To Help Our Locally Deployed Military Unit
In Hernando County, we have a
unique opportunity to assist the Brooksville based Florida Army
National Guard aviation unit, the 1st Battalion, 244th Aviation
Regiment. More than 50 members of the Black Hawk helicopter unit have
been deployed to Kosovo in support of peace keeping operations.
The
Retired and Senior Volunteer Program of Hernando County, sponsored by
Mid Florida Community Services, Inc., has identified the need for and
interest in providing services to this unit. RSVP is seeking support
for “Holiday Care Packages” to be shipped in late October.
We
need your help to collect care package items. If interested in
participating, please contact Abby Evert, RSVP Project Coordinator, at
796-8117 or, aevert@mfcs.us.com, for the list of items we will be
collecting and the drop off sites.
8-Session Water Awareness Series to Begin
Hernando County will begin its Water Awareness Series with the first
presentation on Friday, October 4, 2013. Subsequent presentations will
be held on a monthly basis through May, 2014. The series features topics
related to water conservation and water quality protection. The first
speaker will be Sylvia Durell, Hernando County Florida-Friendly
Landscaping™ coordinator. She will present “Centuries of Gardening That
Led to Florida-Friendly Landscaping™.
Ms. Durell's presentation
will provide a snapshot of the evolution of gardening, including the
formal and elaborate gardens of centuries ago, when informal landscape
design became vogue and why Florida-Friendly Landscaping™ is right for
Florida today.

AUGUST 2013 PRESTON HOLLOW UPDATE •Preston Hollow Homeowners met July 17, 2013 to conduct the business of the Association. •Eighteen people were in attendance. •The irrigation controller was struck by lightning, is now repaired and functioning properly. •The HOA common area sidewalks were pressure washed and cleaned. •The regularly scheduled meeting of the PHHOA was changed from October to September to avoid back to back meetings of the Association. •Please note: The next Quarterly Meeting of the PHHOA is TUESDAY, SEPTEMBER 10, 2013 at 7 PM at the Beautiful Mind Center, Spring Hill Drive. Please plan to attend and support your Community. •Three Board members’ terms will expire at the end of 2013. They are John Cucinella, Joe Deller and Lisa Groeneveld. •The Election of Officers will be held at the General/Annual Meeting of the Board of Directors on Tuesday, November 12, 2013, 7 PM. •This Annual meeting, held each November, requires attendance of 2/3 of the PH HOA Homeowners, including Proxies, to ensure a Quorum and to conduct a meeting. •The Community is asked to submit Candidates’ names for election to any member of the Board of Directors. •Incumbents of the Board whose terms are expiring may submit their intention to run for office again. •Several homeowners have tended to their lawns and landscaping areas with obvious improvement in overall appearance. FYI - About the Entrance to Preston Hollow
Recently Kurt Naser spoke with an area realtor who is involved with a commercial property located close-by. From what he understood, it's the 3.8 acre commercial parcel located on County Line Road, immediately west of our Preston Hollow entrance/exit. We'll likely notice some sales marketing efforts there according to the realtor. Previously, this particular parcel was up for development as a medical professional center a few years ago but ultimately did not progress beyond the discussion and planning stages for whatever reason. At that time, the HOA took an interest in monitoring this property's developmental activity to the extent that the additional traffic flow may have had on the comings and goings of the Preston Hollow residents. Should more information become available it will be shared here.

Our Next PHHOA Board Meeting for July 2013 has been moved
The next PHHOA Board Meeting originally scheduled for third Tuesday in July 7/16/13 has been changed. NAMI where the meetings are held will be having a Board Meeting on that Tuesday, so it will be necessary to hold the on Wednesday July 17th at 7:00 PM. Our meetings are at NAMI Headquarters located on Spring Hill Drive at 10554 Spring Hill Drive. We hope to see everyone there! .
Fertilizing Appropriately Presentation

What: Recent studies have shown that nitrate levels are rising in many local water bodies. When fertilizer is applied correctly, the grass will use all the nitrogen. When applied incorrectly, the nitrogen can potentially cause pollution by leaching into our groundwater or washing off into lakes, rivers and the gulf. Participants receive a free “Do-It-Yourself Guide to Florida-Friendly Landscaping” booklet and learn about the proposed Hernando County fertilizer ordinance.

Rain Barrel Workshop

What: A rain barrel workshop is scheduled to provide Hernando County residents information on the use and care of rain barrels. At the end of the workshop, participants will be guided through the assembly of their 60-gallon rain barrel. Using rain barrels in a landscape is a great way to reduce dependence on irrigation and provide water to plant beds and vegetable gardens. Diverting potential runoff also helps protect area waterways from potential pollution. Cost for the class is $55 per person. Customers of Hernando County Utilities Department will receive a $25 credit on their water bill. Space is limited. Pre-registration requested to ensure availability of a rain barrel. One barrel per customer.

Fourth of July Safety Tips for your pets
For many people, nothing beats lounging in the backyard on the Fourth of July with good friends and family—including the four-legged members of the household. While it may seem like a great idea to reward Rover with scraps from the grill and bring him along to watch fireworks, in reality some festive foods and products can be potentially hazardous to your pets. The ASPCA Animal Poison Control Center offers the following tips:
-Never leave alcoholic drinks unattended where pets can reach them. Alcoholic beverages have the potential to poison pets. If ingested, the animal could become very intoxicated and weak, severely depressed or could go into a coma. Death from respiratory failure is also a possibility in severe cases.
-Do not apply any sunscreen or insect repellent product to your pet that is not labeled specifically for use on animals. Ingestion of sunscreen products can result in drooling, vomiting, diarrhea, excessive thirst and lethargy. The misuse of insect repellent that contains DEET can lead to neurological problems.
-Always keep matches and lighter fluid out of your pets’ reach. Certain types of matches contain chlorates, which could potentially damage blood cells and result in difficulty breathing—or even kidney disease in severe cases. Lighter fluid can be irritating to skin, and if ingested can produce gastrointestinal irritation and central nervous system depression. If lighter fluid is inhaled, aspiration pneumonia and breathing problems could develop.
-Keep your pets on their normal diet. Any change, even for one meal, can give your pets severe indigestion and diarrhea. This is particularly true for older animals who have more delicate digestive systems and nutritional requirements. And keep in mind that foods such as onions, chocolate, coffee, avocado, grapes & raisins, salt and yeast dough can all be potentially toxic to companion animals.
-Do not put glow jewelry on your pets, or allow them to play with it. While the luminescent substance contained in these products is not highly toxic, excessive drooling and gastrointestinal irritation could still result from ingestions, and intestinal blockage could occur from swallowing large pieces of the plastic containers.
-Keep citronella candles, insect coils and oil products out of reach. Ingestions can produce stomach irritation and possibly even central nervous system depression. If inhaled, the oils could cause aspiration pneumonia in pets.
-Never use fireworks around pets! While exposure to lit fireworks can potentially result in severe burns and/or trauma to the face and paws of curious pets, even unused fireworks can pose a danger. Many types contain potentially toxic substances, including potassium nitrate, arsenic and other heavy metals.
-Loud, crowded fireworks displays are no fun for pets, so please resist the urge to take them to Independence Day festivities. Instead, keep your little guys safe from the noise in a quiet, sheltered and escape-proof area at home.
