H1N1 (Swine) Flu Vaccine Now Available To All

The Hernando County Health Department announced Monday that priority group restrictions for H1N1 vaccinations have been lifted and all Hernando County residents and visitors are now eligible for vaccination. According to Elizabeth Callaghan, Health Department Administrator, “Initially, we had limited supplies of the vaccine so we concentrated on vaccinating those who are considered to be at highest risk of getting sick with H1N1. Now that those populations have had the opportunity to be vaccinated and vaccine availability is greater, we are able to offer vaccine to anyone who wants it.”

Many local health care providers including physicians, pharmacies and walk-in clinics have the H1N1 vaccine. Vaccine administration at one of these facilities will cost between $10.00 and $22.00.

The Health Department will continue to sponsor H1N1 vaccination clinics in January. Dates, times and locations will be announced in the coming weeks.

For more information on the H1N1 virus or vaccination, call the Hernando County Health Department, 352-540-6855. Also, visit MyFluSafety.com or call the Florida Flu Information line 877-352-3581.

Six hundred free vaccinations will be offered on a first-come, first-served basis. Appointment times for vaccinations will be distributed beginning at 11:30 a.m. the day of the clinic. Appointment tickets are numbered and include time slots so residents who have appointment times later in the day can leave and return at their appointment time. One person can pick up tickets for family members. Participants can park and enter at the back entrance of the school.

In addition to health department-sponsored clinics, the H1N1 vaccine is now available at many local walk-in clinics, pharmacies, local physician's offices and other health care venues. So far, vaccination efforts have been focused on those at highest risk for getting sick from H1N1 and developing complications from it. This includes pregnant women; individuals age 6 months through 24 years; those persons 25 through 64 who have compromised immune systems or other chronic medical conditions; health care workers who have direct patient contact; and those who care for infants 6 months of age and younger. From the Southwest Florida Water Management District

District asks homeowners to "Skip a Week" of irrigation this winter

Overwatering in winter can encourage pests and disease

The Southwest Florida Water Management District recently launched a new campaign to encourage residents who irrigate their lawns to "Skip a Week" of watering during the cooler months of December, January and February.

According to research by the University of Florida, grass doesn't need to be watered as often during the cooler months. In fact, one-half to three-quarters of an inch of water every 10–14 days is sufficient.

“Over-watering in the winter can encourage pests and disease in your lawn," said Sylvia Durell, Florida-friendly landscaping project manager. Skipping a week of watering is as easy as “off” for residents with irrigation timers. “Turn the timer to ‘off’ for the week that you want to skip, and ‘on’ for the week that you want to water,” said Durell.

Homeowners can determine when their grass needs water when:

• Grass blades are folded in half lengthwise on 30 percent of the lawn

• Grass blades are blue-gray

• Footprints remain on the lawn for several minutes after walking on it

Skipping a week of irrigation will help conserve drinking water supplies. Following the “Skip a Week” plan saves water that the public needs for other critical uses during the dry season.

In addition to entering the dry season, the region is experiencing the effects of a four-year drought. All 16 counties within the District are under one-day-per-week lawn watering restrictions through the end of February.

For more water conservation tips, information about the drought and the current water restrictions, please visit the District's web site at WaterMatters.org/skipaweek.

Hernando County Development Services (HCDS) announces changes to electrical reconnection program

Recognizing the increasing number of foreclosed or vacant homes which are returning to the market, the Hernando County Development Department has implemented a change to a program which aids homeowners, realtors, and contractors with reestablishing electrical service to homes that have been without electrical service for six months or more.

This program has been in effect since 2004 and is the result of a collaborative effort of the Department and Withlacoochee River Electric Cooperative (WREC). The program was established to ensure the safety of utility personnel and the potential occupants of vacated homes prior to reconnecting electrical service. These properties are often targets of vandalism and theft which can create unsafe electrical conditions.

Homeowners or realtors desiring to have electrical power reconnected to a property meeting the program criteria have the option of contacting a licensed electrical contractor to certify the electrical system or contacting the Building Division to request a visual inspection to ensure all electrical devices are intact. Both options require application for an electrical release from the department.

Most recently a meeting was held with the department, WREC, and the Board of Realtors to discuss ways to make the program more efficient and timely. The Department was able to implement a procedure for the visual inspection to be performed by a licensed county inspector. The inspection is coordinated with the applicant, County inspector, and WREC, which has expedited the reconnection process. If problems are identified during the visual inspection performed by the County inspector, a report is provided to the homeowner or realtor so that the items can be repaired by a licensed electrical contractor. The change to this program became available October 1, 2009.

About Hernando County Development Services:

In 2009, the Department will issue over 9,200 permits and complete 28,000 inspections on residential and commercial properties in Hernando County.

Pride of Ownership

Pride of Ownership

Throughout this year we’ve heard many favorable comments from visitors to Preston Hollow that our neighborhood is pleasing to the eye and well groomed. When we hear these types of comments each of us should consider how fortunate we are to live in such a pleasant area and that our individual and collective hard work is paying dividends.

However, we should never take our eyes off the ball and become complacent. Maybe let the lawn go or not trim the hedges. Maybe let debris and rubbish accumulate on the side of the house. Maybe not follow the rules. Who will care?

We care. The board of directors encourages all our owners to put forth an extra effort to keep our neighborhood an attractive livable community and preserve our property values.

Being Good Neighbors

Please remember that there is no soliciting here in Preston Hollow and if someone knocks on your door please let them know that. Last week a young man was walking the neighborhood knocking on doors soliciting for a business. A concerned resident called a couple of Board Members to let us know about this. While the young man may have been doing his job there are two problems associated with this situation.

1) There is absolutely no soliciting here in Preston Hollow.

2) We have had some crime issue's here in Preston Hollow the last couple of months and not everyone can be trusted. It is always good to err on the side of caution.

Law hangs up on 'robo-calls

Law hangs up on 'robo-calls': Automated pitches illegal, affect on Floridians in question

By DIANE C. LADE

South Florida Sun-Sentinel

Tuesday, September 01, 2009

You soon may be hearing a lot fewer of those maddening pre-recorded telephone pitches for everything from car insurance to debt consolidation services. Starting Tuesday, telemarketers will need written permission from consumers in advance in order to solicit them through automated pre-recorded telemarketing messages, sometimes called robo-calls, the Federal Trade Commission said.

Even people who have not signed up for the federal Do Not Call registry, as well as those who have done business in the past with the solicitors, now are protected from unwanted automatic calls. But be warned: You still may get calls from traditional live telemarketers, unless you put your name on state or federal Do Not Call lists.

Consumer advocates called the action a huge change to the national Telemarketing Sales Rule. "We don't anticipate a lot of consumers writing to robo-callers and saying 'Please call me,''" said Bob Williams, a spokesman in Consumer Union's Washington D.C. office.

Commission officials said the agency had targeted robo-calling because the practice seemed to particularly annoy consumers, as there was no way for them to complain to an operator. The Florida Department of Agriculture and Consumer Affairs had 4,102 complaints about pre-recorded telemarketing in 2007 and 2008.

"People were telling us they found robo-calls even more harassing and disturbing than calls from a live person," said Lois Greisman, the FTC manager for telemarketing enforcement.

The Sept. 1 change completes the phase-in of 2008 amendments to the federal telemarketing rule. The first part, which into effect Dec. 1, required telemarketers to tell consumers how to avoid receiving future messages and to provide an automated opt-out mechanism activated by voice or telephone key pad.

Exactly how the new rule will affect Floridians is uncertain.

Florida banned automated solicitations under most circumstances years ago, state officials said. But robo-callers can make sales pitches to their prior customers under state law, something the federal regulation prohibits.

Greisman said it's unclear which position would supersede. She urged residents who think they have received an illegal telemarketing call to contact the FTC at (877) 382-4357 or go to www.ftc.gov. Florida Consumer Affairs also takes complaints about telemarketers: Call 800-435-7352 or go to www.800helpfla.com.

The Southwest Florida Water Management District, commonly known as Swiftmud, first imposed the tight restrictions March 31 in the face of a severe drought and a water shortage fueled in part by problems with Tampa Bay Water's cracked reservoir.

Under the tighter rules, known as Phase IV, residents could water lawns only once a week between midnight and 4 a.m. Restrictions also hit everything from car washing to ornamental fountain use.

But the board scaled the Phase IV rules back slightly last month, allowing residents to wash cars once a week at home, use a pressure washer at home and run ornamental fountains for four hours a day. Groups like Boy Scout troops and churches could once again hold car washes to raise money.

Also dropped by Swiftmud then: a hard-to-enforce requirement that buildings with water-based air-conditioning systems set thermostats not lower than 78 degrees.

Steady summer rains convinced Swiftmud board members meeting in Brooksville Tuesday that they could revert to the slightly looser watering restrictions that were in place last year.

Under the older restrictions, known as Phase III, lawn watering is still limited to one day a week, but can occur anytime before 8 a.m. or after 6 p.m. Sprinkling at night helps keep water from evaporating quickly in the hot sun.

The board will review the restrictions the end of September.

Hernando County H1N1 (Swine) Flu Update

Current Status
· H1N1 influenza is still occurring in Hernando County
· Currently, all influenza-like illness that occurs is likely to be H1N1
· Hernando County Health Department continues to monitor the situation
· No deaths reported in Hernando County due to H1N1 this past week
· Anti-viral medicine (Tamiflu) is available and in ample supply
· REMEMBER:
o Test only individuals who may be part of an outbreak or are hospitalized
o Treat only symptomatic patients who are hospitalized and/or have high risk medical conditions
o Treat only close contacts with high risk medical conditions or in closed setting (jails, nursing homes, etc)
o Preventative treatment is not generally recommended

· To prevent transmission of H1N1 flu to other persons, public health recommends people with flu-like illness remain at home until at least 24 hours after they are free of fever (100°F or 37.8° C), without the use of fever-reducing medications. This recommendation applies to schools, businesses, mass gatherings and other community settings where the majority of people are not at high risk for influenza complications.

· For health care settings, public health recommends that people with influenza-like illness remain home for 7 days from symptom onset or until the resolution of symptoms, whichever is longer

Mass Vaccination Planning

· H1N1 vaccine is expected to begin arriving in mid October
· Hernando County Health Department is planning mass vaccination clinics with our community partners in health, education, emergency services, childcare and healthcare
· Vaccinations will target specific populations at highest risk for complications from the flu
· The Hernando County Health Department is working closely with community and partnering agencies to develop strategies and implement this mass vaccination campaign
· If you are interested in partnering to give H1N1 vaccination, contact the Hernando County Health Department: 352-540-6855.

Updated Guidance
Several new guidance documents were released this week for businesses and higher education. Here are some important points:

Businesses and Employers:
· Assess your essential business functions to determine at what threshold of absenteeism those functions would be threatened.
· If flu activity in our community increases, consider alternative work environments for employees at higher risk for complications (pregnant women and others with certain medical conditions)
· Workers with flu-like illness need to stay home and not come to work until at least 24 hours after their fever has resolved
· Be ready to institute flexible work and leave policies for sick workers, those who stay home to care for ill family members, and those who must stay home to watch their children if dismissed from school
· Encourage hand washing and covering coughs and sneezes . Routinely clean commonly touched surfaces
· Consider increasing workplace social distancing like moving work station farther apart, separating groups of workers and not holding face-to-face meetings, etc.
· The entire guidance: www.cdc.gov/h1n1flu/business/

Public and Private Schools (Elementary, Middle, High and Community College):
· Strategies for current flu conditions:
o People with flu-like illness should stay away from classes and limit interactions with other people (“self-isolation”), except to seek medical care, for at least 24 hours after they no longer have a fever without the use of fever-reducing medicines.
o Review policies for student absences and faculty and staff sick leave. Consider altering policies that make it difficult to stay home when ill or to care for an ill family member.
o If close contact with others cannot be avoided, the ill student should be asked to wear a surgical mask during the period of contact.
o Encourage hand washing and covering coughs and sneezes. Routinely clean commonly touched surfaces.

· Strategies for increased flu severity:
o Permit high-risk students, faculty, and staff to stay home when flu is spreading in the community
o Increase social distancing
o Extend the self-isolation period to least 7 days after the onset of their symptoms, even if they have no more symptoms
The entire guidance: www.cdc.gov/h1n1flu/institutions/guidance

Preston Hollow Crime Report

Preston Hollow's Irrigation Controller was stolen last Friday it was located behind one of the front walls to our entrance. We had just replaced that unit last year at a cost of five hundred dollars to the Association. Al Walker met with the sheriff’s deputy that same afternoon and filed a report. Al will make arrangements to have the unit replaced by Challenger Irrigation and determine if it can be attached more securely as a deterrent. If you saw anything unusual please let a Board Member know so we may contact the Sheriff's Office.

Update on H1N1 Virus Vaccinations here in Hernando County

Media Release

July 29, 2009

Update on H1N1 Virus Vaccinations
MEDIA RELEASE
For Immediate Release Contact: Ann-Gayl Ellis, PIO
July 29, 2009 Hernando County Health Department
352-279-1949 or 352-540-6817

The H1N1 virus (also known as swine flu) is currently circulating in every Florida County now. Although mild in most cases, H1N1 can kill.

The Hernando County Health Department anticipates a vaccine will may be available this fall for those residents and visitors that are considered high risk for developing complications from the flu.

High risk individuals are defined as:

- Children 6 months of age to 18 years of age
- Non-elderly persons with underlying medical conditions such as diabetes, respiratory disease and cancer
- Household contacts of infants younger than 6 months of age
- Medical and healthcare personnel who have regular direct client contact
Day care workers
- Essential services workers such as law enforcement officers who have direct contact with the community and
- School personnel

Thus far, H1N1is rare in healthy persons over the age of 60. For this reason, people 60 and over are not in the high risk priority group for vaccination.

Hernando County residents can take an active role in preventing the spread of H1N1 by:

  • Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.
  • Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hands cleaners are also effective.
  • Avoid touching your eyes, nose or mouth. Germs spread that way.
  • Stay home if you get sick. CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them.
For more information on the H1N1 virus, call the Centers for Disease Control and Prevention at 1-800-CDC-INFO.

* Do not list your first name in the telephone book. Instead use initials.
* Make sure your answering machine message does not indicate that you are alone.
* Have deadbolts installed on all doors. Keep doors and windows locked.
* Install a peep-hole on your door and look before opening the door.
* Never open the door to strangers.
* Keep blinds or drapes closed at night to discourage "Peeping Toms." Do not hang lingerie outdoors.
* Verify the identity of any repairmen. Use the telephone number listed in the phone book, not on their identification.
* If someone comes to your door asking to use the telephone, make the call yourself. Don't invite them in.
* Don't hide a spare key under the door mat or under a flower pot. Thieves know all the good hiding places.
* Plant thorny bushes under all windows. Invest in motion sensor lights and a good security system.
* Get a barking dog or "beware of dog" signs.
* Always double check doors at night and lock all windows.
* Be sure your garage door can be secured. Do not leave it open when you are away; an empty garage broadcasts your absence.

* Invest in solid doors and good quality locks on doors and windows. This includes on all sliding glass doors as well. Make it not only difficult but also time consuming for a burglar to gain entry.
* Whenever you go outside, lock the door and take the key with you, even if you are just stepping next door or out mowing the back yard.
* Don't put valuables where they can be seen from the window, especially items that can be easily carried.
* Be sure your garage door can be secured. Do not leave it open when you are away; an empty garage broadcasts your absence.
* When you aren't home, use a timer set to turn interior lights on and off at varying ntervals as though your home was still occupied.
* Don't keep large amounts of cash or really valuable jewelry around the house.
* If someone comes to your door asking to use the telephone, make the call yourself. Don't invite them in.
* Don't hide a spare key under the door mat or under a flower pot. Thieves know all the good hiding places.
* Plant thorny bushes under all windows. Trim back any trees or shrubs near doors and windows to eliminate hiding places for would-be thieves.
* Invest in a good security system along with motion sensor lights installed out of reach
* Don't leave ladders outside. Keep any tools that could be used to break in your home safely locked away in a garage or shed.
* Get a barking dog or "beware of dog" signs. If you own a dog and go out of town, have someone come in and care for your dog in your home.
* Always double check doors at night and lock all windows.
* Engrave all valuables such as stereos, microwaves, videocameras, with your driver's license number. (Engraving tools are usually available through your local law enforcement agency.) Videotape the contents of your home. Keep the video and the list of all valuables in a safe place, such as a safety deposit box.

Here are some new laws that take effect today and some that start September 1st

TALLAHASSEE - The cost of smoking cigarettes goes up today - and so does the cost of replacing that used schoolbook your kid left out in the rain.

Those and 159 other new laws take effect today, the start of the state's fiscal year 2009-10. Here's a peek at some of the changes made by the Legislature and Gov. Charlie Crist:

The cigarette tax increases by $1 a pack. There is a new surcharge on other tobacco products equal to 60 percent of the wholesale price. Cigars, however, are excluded.

Families must pay full price for damaged or lost textbooks. School principals previously had an option of discounting the price of replacing a book if it had been in use for more than a year.

Spend eternity at your old school. Florida universities will be able to designate space on campus for storing the ashes of deceased alumni who request it.

"Zero tolerance" school rules get more specific. The law clarifies that public schools do not have to report to law enforcement instances of petty misdemeanors such as stealing lunch money or toilet-papering the gymnasium.

Sex offenders face more registry requirements. Sex offenders and predators will have to provide home and cell phone numbers when they register with law enforcement. Additionally, people convicted of traveling to meet and engage a minor in illegal sexual activity will have to register as a sexual predator or offender. Lawmakers made such travel a crime in 2007, but for technical reasons, committing that offense alone did not trigger the requirement to register as a predator or offender.

Green energy rebates are in the works. The Florida Energy and Climate Commission will start working on a rebate program for consumers who buy residential energy-efficient appliances.

Vietnam veterans can get diplomas. The state now may award high school diplomas to honorably discharged Vietnam War veterans who were drafted into service before graduating.

Child advocates can intervene in divorce proceedings. A court now can appoint a guardian ad litem advocate to look after the interests of a child in a nasty divorce case, even if there is no evidence or allegation of abuse.

More drug-addicted offenders can go into treatment instead of prison. The state makes substance abuse treatment an option for additional nonviolent offenders with substance abuse problems, including those charged with violating probation solely because of failing a drug test.

Other recent changes

Increased court filing fees. On June 1, the cost of filing a civil suit in circuit court increased from $295 to $395. Exceptions: child abuse, domestic violence, divorce, custody, child support and paternity cases, which remain at $295.

"Click it or ticket." That slogan from the National Highway Safety Administration takes on new meaning today in Florida, where not wearing a seat belt becomes a primary offense. Previously, police could write a ticket for that offense only if they pulled you over for something deemed more serious, such as speeding. Now they can pull you over and write a citation for not wearing the belt.

Coming soon

A new shoreline fishing license will be required. Beginning July 15, saltwater shoreline fishing will require a $7.50 license. Exempted: those age 65 or older.

You'll pay more for a driver's license. Starting Sept. 1, new Class E licenses will cost $48 instead of $27; renewals will cost $48 instead of $20. Replacing a license will cost $25, up from $10. Reinstating a suspended license will cost $45, up from $35. Reinstating a revoked license will cost $75, up from $60.

You'll pay more to register a car. Also starting Sept. 1, initial car registrations will cost $225 instead of $100. The price of renewals will increase from $46.10 for most vehicles to $71.15. Certificates of title will cost $70 instead of $24.

University students face tuition increases. Tuition rises 8 percent at universities statewide this fall - and most are exercising a new option to raise tuition an additional 7 percent.

Perpetual students face a surcharge. Beginning with the 2009-10 school year, universities can charge students an "excess hour surcharge" for taking more classes than required for graduation.

Ignoring school buses will cost you more. Effective Oct.1, the $100 to $200 penalty for failing to stop for a school bus rises by $65.

Conservation vehicle tags cost more. Also on Oct. 1, the Conserve Wildlife license plate will cost $25 instead of $15 and the Save the Manatee plate will cost $25 instead of $20. The extra charge will support wildlife conservation and research programs.

Rare swimming threat brings health advisory

Rare swimming threat brings health advisory

Due to the threat posed by the amoeba Naegleria fowleri, the Hernando County Health Department is warning people to take precautions while swimming in freshwater lakes and ponds.

Although rare, there is an increased risk of infection by this organism in all freshwater areas of Florida, especially during summer months when water temperatures exceed 80 degrees.

The following precautions are advised:

• Wear nose clips or hold your nose shut when swimming, jumping or diving in fresh water.

• Do not swim, jump or dive in warm, stagnant fresh water, such as ponds, storm water and retention areas.

• Seek medical treatment if symptoms develop or infection is suspected.

Infection occurs when the microscopic amoeba enters the body through the nose and travels to the brain and spinal cord. Symptoms include headache, fever, nausea and vomiting, stiff neck, confusion, lack of attention, loss of balance and bodily control, seizures and hallucinations. The disease progresses rapidly, usually resulting in death within three to seven days.

For information, call the Health Department at (352) 540-6812.
